    The node-tuning-operator servicemonitor doesn't seem to be working

How reproducible:

    Every time

Steps to Reproduce:

1. Create an AKS cluster
2. Install HO
3. Export metrics env var
4. Setup OSS Prometheus
5. Create Azure Cluster
6. Port forward promethesus
7. Inspect the servicemonitor

Actual results:

 node-tuning-operator servicemonitor isn't working

Expected results:

    node-tuning-operator servicemonitor should work
