      4.19 Hosted cluster doesn't progress when installing on BM

      How reproducible:

      Everytime

      Steps to Reproduce:

          1.  Setup 4.19 Management cluster typically (sno)
    2.  Install latest hypershift operator from quay.io
    3.

      Actual results:

      oc get hostedcluster cnfdr24 -n clusters

cnfdr24             cnfdr24-admin-kubeconfig   Partial    True        False         The hosted control plane is available

      Expected results:

      Hosted clusters should deploy successfully
