Azure stack hub version requirement is missed in 4.17+ doc

      Description of problem:

       On 4.16 Azure stack hub installation doc[1], Azure stack hub version is listed as Prerequisite.

|  You have installed Azure Stack Hub version 2008 or later. 

But this prerequisite is removed from 4.17+ doc. Suggest to add back to 4.17+ installation doc.
