Description of problem:

oci-eval-user-data uses dmidecode which is not supported on ppc64le or s390x

Version-Release number of selected component (if applicable):

4.19.0

How reproducible:

Every Time

Steps to Reproduce:

    1. Create an s390x or ppc64le agent install
    2. Service oci-eval-user-data

Actual results:

    oci-eval-user-data log shows dmidecode: command not found

Expected results:

    no failures
