      Description of problem:

      This ticket is meant to serve as part of the paper trail necessary to backport a change to 4.18. The actual change for 4.19 has already merged via https://github.com/openshift/hypershift/pull/5976

In order to follow the standard feature promotion cycle in OpenShift, as required for adding the new uid and extra claim mapping fields for BYO OIDC authentication configurations, Hypershift needs to have support for feature gates based on fixed feature sets, similar to OpenShift.
