[vSphere] installer should validate the host groups existed

      Description of problem:

          When installing OCP with host groups, if "VM/Host Groups
" is not configured on vSphere, installer should validate it and report error, but now the install passed with nodes land on the wrong hosts.

      How reproducible:

          always

      Steps to Reproduce:

          1.Install cluster with host groups on vSphere where "VM/Host Groups
" is not configured
    2.Install cluster and check nodes host

      Actual results:

          install passed with nodes land on the wrong hosts

      Expected results:

          installer should validate if "VM/Host Groups" is configured
