Description of problem:

There is only a crun-wasm package built on RHEL 9.4. RHCOS is still using it for OCP 4.19 which is based on RHEL 9.6. We need a crun-wasm built on RHEL 9.6 to maintain consistency. In addition RHCOS based on RHEL 10.1 work has commenced and we need crun-wasm also built for RHEL 10.1.
