Description of problem:

After adding the BFD profile on the OCP all the nodes doesn't show BFD status as up.

Version-Release number of selected component (if applicable):

4.16.35

How reproducible:

 Always in customer environment

Additional info:

1. Customer created the BFD profile and attached the to bgp peer.
2. After that customer noticed that some of the nodes shows the BFD status as down

I have added the additional data in first comment of the bug
