PageHeading renders its actions in a PrimaryHeading, which in turn renders a h1.

The section heading should not contain actions. 

One potential way to fix this is to use the Page header component group: https://www.patternfly.org/component-groups/content-containers/page-header

Another potential way is to render PrimaryHeading as a heading component, then render the heading text as an h1.
