Reference configuration is missing equivalent ClusterInstance CRs for these SiteConfigs:

The sample standard cluster in stolostron repo should be updated with (at least) the following when making a Core cluster reference:

• Update the ManagedCluster labels to match the current SiteConfig example
• Make it dual stack
• Add ignitionConfigOverride for at least one worker (ie some workers should have custom disk partitions, others should not)
• Add nodeLabels to the reference
