At https://docs.redhat.com/en/documentation/openshift_container_platform/4.18/html/installing_on_openstack/installing-openstack-installer-custom#installation-obtaining-installer_installing-openstack-installer-custom, 3.10 comes after an optional section that requests openshift-install.

Most likely solution: move what is currently 3.10 prior to what is currently 3.8.
