first found in ztp-site-generate v4.16.2-12 but present in newer y-streams

      Steps to Reproduce:

          1. deploy SNO spoke with Telco DU profile
    2. run oc cluster-compare tool with references from ztp container
    3. check compare output

      Actual results:

      hardwareTuning section is flagged

      Expected results:

      This section should be optionally allowed
