Description of problem:

the VM Live Migration is pending and prevents the drain of the node initiated by the MCP

Version-Release number of selected component (if applicable):

    4.18.1

How reproducible:

    I could do it twice

Steps to Reproduce:

    1.deploy OCP + ODF + Virt 
    2.create a Windows 2022 VM which is running
    3.create a machine config to update /etc/chrony.conf
4. system will try to drain the nodes 1 by 1 but it will hang because the VM cannot be Live Migrated away

Actual results:

    Node ocp-cp2.ipi-cert-sta240m6.ocpcert.com is reporting: "failed to drain node: ocp-cp2.ipi-cert-sta240m6.ocpcert.com after 1 hour. Please see machine-config-controller logs for more information"

[kni@provisioner ~]$ oc get vmim

Expected results:

MCP can cycle all node successfully and the live migration isnt blocking it
