Description of problem:
We initially noticed the issue with "4.16-multi-nightly-gcp-ipi-user-labels-tags-filestore-csi-tp-arm" tests, which has "featureSet: TechPreviewNoUpgrade" in install-config. Finally we confirmed that the failure is caused by "featureSet: TechPreviewNoUpgrade", which means if without the featureSet settings the installation would succeed (see [3]).

Steps to Reproduce:
1. "create install-config", and then insert "featureSet: TechPreviewNoUpgrade" settings (see [1])
2. "create cluster" (see [2])
Actual results:

The installation succeeds.
