Description of problem:

4.19.0-0.nightly-2025-03-21-030708 cluster, login administrator console, go to "Observe -> Targets", check openshift-console targets, openshift-console targets are down for "server returned HTTP status 401 Unauthorized", see picture: https://drive.google.com/file/d/1_hoYfe3F5umjXeWwC7m_hXjHslhf3wU1/view?usp=drive_link

found the same issue in all 4.19 clusters

1. login administrator console, go to "Observe -> Targets", check openshift-console targets

Actual results:

openshift-console targets are down for "server returned HTTP status 401 Unauthorized"
