    Description

      Description of problem:

      When we test EUS-to-EUS upgrade(4.10-4.12), control-plane nodes are upgraded to 4.12 successfully, unpause the worker pool, when worker nodes are updating, worker node is degraded with error message

      Failed to remove rollback: error running rpm-ostree cleanup -r: error: Timeout was reached
      : exit status 1

      Steps to Reproduce:

      1. do EUS upgrade from 4.10.38 > 4.11.10 > 4.12.0-0.nightly-2022-10-25-005239 with paused worker pool
2. unpause worker pool, upgrade is started on worker nodes
3. worker node is degraded

      Actual results:

      worker node is degrade due to rpm-ostree cleanup error

      Expected results:

      rpm-ostree clean up can be successfully completed
