[Jira:"Network / ovn-kubernetes"] monitor test pod-network-avalibility setup

Test details report which shows that in 4.19 we're failing to setup this test more than we were in 4.17 GA window. Pass rates are similar to 4.18 GA window.

This test is reporting on our success launching some pods in the cluster used for disruption monitoring between endpoints on the pod network. Each of these errors in 4.19 reports

{  failed during setup
etcdserver: request timed out}

This would be happening between install and the start of e2e testing.

We're just tripping over the min 3 failures here so expect this regression to come and go over time. But it's yet another symptom that something seems off with etcd. I am debugging the etcd problem in general.
