Periodic-gathering pod exits with Error when disabled clusterconfig gatherer

      Description of problem:

          In the TechPreview cluster, if we use the InsightsDataGather to disable the clusterconfig gatherer, the periodic-gathering-xx pod would exit with Error status.

      Version-Release number of selected component (if applicable):

      How reproducible:

      To disable the clusterconfig gatherer through InsightsDataGather resource.

      Steps to Reproduce:

      1.  Use the following yaml conf to update the InsightsDataGather.

      apiVersion: config.openshift.io/v1alpha1
kind: InsightsDataGather
spec:
  gatherConfig:
    disabledGatherers:
    - clusterconfig

      2. Restart IO

      3. Check the running status of the latest periodic-gathering-xx pod.

      Actual results:

      3. The running status of the latest periodic-gathering-xx pod is Error.

      Expected results:

      3. The running status of the latest periodic-gathering-xx pod is Running.
