the unbinding of the VF chooses the PF instead in the case of IB link type causing failures.

    1. Configure IB with SriovNetworkNodePolicy
    2.

Actual results:

   PF IB Interface is gone because the device is unbinded.

Expected results:

   PF IB Interface is unaffected.

OCPBUGS-53254 cu observes node reboot churn of up to 24h when configuring IB IFs/VFs using SRIOV operator, the VFs GUID does not appear to get set properly: believes it a regression
