Description of problem:
It's been brought to our attention that the image gallery created during installation does not follow Azure best practices which suggests that ZRS should be used, at least in multi-zone clusters. And if more than 20 concurrent VMs are to be created the replica count is incremented by 1 per 20. Though, it's not clear to me if that's per zone or across all zones.

1. Install OCP 4 on Azure
Actual results:
Image gallery is LRS replication rather than ZRS.
Expected results:
Image gallery should be ZRS at least in multi-zone clusters, but perhaps all if for instance it's supported to scale up a single zone cluster into other zones. I don't know if that's possible or if there are other things which prohibit transitioning from single zone to multi-zone.
Additional info:
Unsure if scaling matters too much here, especially if moving to ZRS effectively triples the scaling from 20 concurrent vms to 60 assuming three zones. It's also unclear what the cost difference is. They mention cost incurred during replication to the other two regions but does egress come into play when provisioning instances and is that cheaper once ZRS is used because you never cross regions?
