OCP-68403 and OCP-68404 are broken

      Test case OCP-68404 and OCP-68403 are broken.Kedacontroller is not getting created with operator.logLevel: debug and metricsServer.logLevel:4. Pods are getting stuck .
      It runs the operand pods in openshift-keda even though it creates the other resources in openshift-operators so the pods won't come up since they are looking for secrets and configmaps which exist in the other namespace
