Description of problem:

4.16.27(vsphere IPI) Cluster has been installed, COs are healthy, three etcd members are listed. However, boostrap node is not getting destroyed. The cluster seems functional but want to make sure if there is a bug.

Steps to Reproduce:

    1. Install a cluster on vsphere using IPI
    2.
    3.

Actual results:

    The cluster installed successfully, but boostrap has not been destroyed.

Expected results:

    The boostrap node should be destroyed
