Description of problem:

    While installing a OpenShift cluster using ZTP. Cluster is marked as installed and ClusterVersion reports Available status, but API server is still doing rollouts causing MCE import to fail due API is down

Version-Release number of selected component (if applicable):

    4.16.37

How reproducible:

    Happened two times on customer environment with 10 installs

Steps to Reproduce:

    1. Install cluster using ZTP
    2. Wait for MCE to import the cluster
    3.

Actual results:

KubeAPI is down after cluster is marked as installed

Expected results:

No rollouts of API server after cluster is marked as installed and ClusterVersion is on Available state
