Description of problem:

Console pull requests that modify the following files should have the plugin-api-changed label:

• frontend/packages/console-dynamic-plugin-sdk/src/shared-modules.ts
• frontend/packages/console-dynamic-plugin-sdk/src/shared-modules-init.ts

We will need to put these files into a separate directory along with an OWNERS file.

labels can only be applied when something in a folder changes, not specific files: https://www.kubernetes.dev/docs/guide/owners/#owners
