Gateway API E2E test needs update

      Description of problem:

      After the merge of PR https://github.com/openshift/cluster-ingress-operator/pull/1198, the e2e-aws-gatewayapi test will not run anymore.  

There needs to be a change in the FEATURE_GATES set for it in the job definition in https://github.com/openshift/release/blob/master/ci-operator/config/openshift/clus[...]ingress-operator/openshift-cluster-ingress-operator-master.yaml

Otherwise,you get a message in the test log:   

gateway_api_test.go:91: Gateway API Controller not enabled, skipping testGatewayAPIObjects and testGatewayAPIIstioInstallation

      How reproducible:

      Always

      Steps to Reproduce:

          1. Run e2e-aws-gatewayapi test
    2. Look at logs and see it skips most of the testing now
