OLMv1 is not Created on On OpenShift-Local (CRC)

      Description of problem:

          In 4.18 NewOLM is enabled by default in the FeaturesGate CR, however on OpenShift-Local (CRC) none of the OLM controllers/workloads/CRD's are created in the cluster.

      How reproducible:

          Always

      Steps to Reproduce:

          1. Get the latest CRC version from openshift mirror site (version 2.48.0) which is tided to OCP version 4.18.1
          2. run `crc start` and wait for cluster to come avilable
          3. Search for any OLMv1 component/workload/etc
          

      Actual results:

      Find that none of the OLMv1 components exist in the cluster    

      Expected results:

      Since NewOLM is enabled by default in OCP 4.18 and is GA I'd expect that the OLMv1 components are available in the cluster
