Add validation to region selection for IBMCloud in the Installer

Description of problem:

    IBMCloud now dynamically generates the list of regions that can be used when filling out the installer survey. However a user can modify the generated config with an invalid region, there should be some validation that the region is valid (ie present in the dynamic list pulled from IBMCloud)
