Description of problem:

OCP 4.18 Cluster does not return server version while running oc version command

Version-Release number of selected component (if applicable):

    4.18

How reproducible:

    100%

Steps to Reproduce:

$ ./oc version
Client Version: 4.18.1
Kustomize Version: v5.4.2
Kubernetes Version: v1.31.5

$ ./oc get clusterversion
NAME      VERSION   AVAILABLE   PROGRESSING   SINCE   STATUS
version             False       False         18d     Error while reconciling 4.18.1: the cluster operator network is degraded

Actual results:

    It does not give Server Version

Expected results:

    The oc version command output should give Server Version like below:

$ oc version
Client Version: 4.16.5
Kustomize Version: v5.0.4-0.20230601165947-6ce0bf390ce3
Server Version: 4.14.28
Kubernetes Version: v1.27.14+95b99ee
