SCC reapply causes monitor test failure for openshift-nmstate namespace.

      Description of problem:

      It seems like nmstate-operator keeps updating openshift-nmstate namespace object unnecessarily, The origin monitor test to throw up following pathological event for this occurrence and causes IPsec CI lane to fail.
