Description of problem:
In CI we are seeing Windows containers being unable to curl a linux pod.

Steps to Reproduce:
1. Create a Linux pod hosting a webserver 2. Attempt to reach the Linux pod's IP through a Windows pod in the same namespace
Actual results:
The Windows pod is unable to reach the linux pod
Expected results:
Request is successful
