Metal jobs are all failing to install in the lab environment, this is blocking payloads.

Actual results:
error getting cluster operators: Get "https://api.cluster10.ocpci.eng.rdu2.redhat.com:6443/apis/config.openshift.io/v1/clusteroperators": proxyconnect tcp: dial tcp 10.10.129.82:8213: connect: connection refused
