Description of problem:
As an OpenShift admin deploying on bare metal nodes using static IPs in a disconnected environment, i.e, no DHCP, no access to external ntp servers, I need the ability to configure chrony and set the hardware BIOS clock during system installation.

Steps to Reproduce:
1. Deploy on bare metal nodes that do not have the correct BIOS clock time nor access to an external NTP server in a disconnected environment 2. 3.
Actual results:
bare metal nodes installed many hours/days out of sync and no easy way to syncronize them as a day-2 operation.
Expected results:
Ability to configure chrony to use a local ntp server in a disconnected environment.
