Administrator component looks like a dropdown but you can't use it

      Description of problem:

      When you log into a 4.19 web console with kubeadmin, the "Administrator" perspective dropdown doesn't let you choose anything else.
      
      I've since learned from @Robb Hamilton that the Developer perspective is going away for 4.19, but it's confusing that "Administrator" component looks like a dropdown that you can select. He mentioned to open a bug about it.
      
      I'm not sure how it looks if you log in as a non-admin user, but if there's only one view, it should probably not look like a dropdown that you can select. Especially because that's what users used to past versions will be used to doing.

          When logging in as kubeadmin at least.

      Steps to Reproduce:

          1. Log into console as kubeadmin.
          2. Attempt to use the perspective dropdown to switch to another perspective.
          3. You can't, because there is only one. But it's confusing.
