Notification drawer should have keyboard navigation focus when expanded.

      Description of problem:

      As a user I want to navigate the page effectively by keyboard (TAB button) as well, so when I navigate and open notifications I would expect the tab navigation to step over the drawer, not the underlying page.

      Steps to Reproduce:

          1. Open console
    2. Open notifications
    3. Navigating with keyboard by pressing tab.

      Actual results:

      the navigation is focusing on the page behind the drawer, instead of the drawer    

      Expected results:

      the navigation should focus on elements in the drawer instead.
