Description of problem:
cluster with custom endpoints, fail to ssh to the created bastion and master vm

Steps to Reproduce:
1. create install-config with customer endpoint
serviceEndpoints:
- name: COS
url: https://s3.direct.jp-tok.cloud-object-storage.appdomain.cloud
2. create the cluster

Actual results:
create the cluster failed. ssh to the bootstrap and master vm failed
Expected results:
create the cluster succeed.
