      Description of problem:

Box is specifically unticked for "Auto deploy when new Image is available" - however when the mariadb imagestream has been updated - the latest image has been deployed regardless.

Version-Release number of selected component (if applicable):

      4.15

      How reproducible:

       always

      Steps to Reproduce:

created a new mariaDB DC from the openshift template catalogue (pointing at the openshift/mariadb imagestream)

follow steps in article to covert dc to deployment
      https://developers.redhat.com/learning/learn:openshift:replace-deprecated-deploymentconfigs-deployments/resource/resources:convert-deploymentconfig-deployment

ensured that box for deploy when new image available is not ticked (and that "paused":"true" in the annotation)

imported/refreshed the mariadb imagestream & the deployment recreated/rolled out

      Actual results:

      image is rolled out

      Expected results:

image should not be rolled out
