Description of problem:
In the following documentation about Hibernating an OpenShift Container Platform cluster, some improvements can be made:
1. Clarify this feature is for suspending the machine on cloud platform, and it's different from shutting down.
2. Related to point 1, modify the step 5 and change the "stop" and "shut down" to "suspend" or "hibernate"
3. Since this feature is supported in 4.18+, remove the "Before this release, you could only hibernate for up to 30 days." from the corresponding release note item. Crossing this one out because it is correct that it's supported for 30 days in releases prior to 4.18
4. After these changes have been made, backport the updates to 4.17 - except with that it's only supported for 30 days instead of 90.
