      This is a clone of issue OCPBUGS-1493. The following is the description of the original issue:

      Description of problem:

      We are using an upstream CAPI operator to manage deployments, the operator consumes Provider resource which is meant to be an internal API. Users should not be able to delete it.

      same as - https://bugzilla.redhat.com/show_bug.cgi?id=2100826 , ideally should have been cloned from BZ but we no longer have product OCP to clone it there
