      This is a clone of issue OCPBUGS-31059. The following is the description of the original issue:

      Description of problem:

      The problem is I have existing PV's in use by ODF. These were created on LSO version before 4.13 and point to scsi-* are are referenced by the PV it created. That PV refers to the symlink to scsi for that drive.  After upgrade to v4.13 and v4.14 the LSO prefers wwn-* and appears to ignore the scsi-* path.  If a PV is deleted, the LSO does not recreate the PV's despite a the symlink to a scsi device path existing. It is only performing PV creation on wwn- symlinks.
      This is a slow moving but huge mess since I have maintenance work and breakfix across thirty clusters and if a device is replaced or a PV is deleted it's not recreated until I debug the node and remove the symlink for that device/PV.

          1. Create LSO PVs on version prior to 4.13 using scsi device paths
          2. Upgrade to 4.13+
          3. Delete a PV. The LSO does not recreate the PV despite there being a scsi-* symlink.
