Description of problem:
I tested on s390x 4.18.0-rc.8 build. After the installation began, first reboot of masters happened but the masters failed to join the bootstrap becasuse of certificate issue. Bootstrap didn't complete.

How reproducible:
Everytime.
Steps to Reproduce:
1. Configure DNS, Haproxy, Firewall, Apache on bastion
2. Add the cluster details in Redhat hybrid cloud console
3. Add ssh key and download the artifacts
4. Mount the artifacts to tuxmaker and boot the LPAR nodes using HMC.
5. Once the nodes appear in Redhat Hybrid cloud console start installing the cluster.
Actual results:
The masters completed first reboot but failed to complete second reboot due to certificate issue.Bootstrap didn't complete.
Expected results:
The masters other than bootstrap should complete two reboots and join the bootstrap. Bootstrap should complete.
