      Description of problem:

      KAS operator degraded during upgrade on IPI Alibaba cloud platform.

      Version-Release number of selected component (if applicable):

      4.11.0-0.nightly-2022-12-16-190443 with 113_IPI on Alibabacloud 

      How reproducible:

      Always

      Steps to Reproduce:

      1. Run some upgrade test cases.
      2. Then upgrade to 4.12.0-0.nightly-2022-12-17-123606 3.
      

      Actual results:

      oc get clusterversion
