ROSA HCP Machinepool nodes scaling delayed [OCP/hypershift]

      Description of problem:

      I have a Customer:
      - Capacity Issue: CX  is facing InsufficientCapacity errors when creating z1d.3xlarge instances in AWS.
      
      - Autoscaler Retries: The autoscaler keeps retrying to create these instances in the same AZ, which is expected behavior.
      
      - Impact on Other Resources: The error also blocks scaling in other machine pools, even in different AZs and with different instance types like r7iz.4xlarge.
      
      - Confirmation Request: Customer are asking to confirm if this behavior, where an error affects all machine pools, is expected.

      We opened this https://issues.redhat.com/browse/OHSS-40695, seems this is the expected behavior in ROSA CLASSIC , we are not sure about HCP .
