Description of problem:

   Need to reemphasize the relationship between updating disconnected clusters using OSUS (Cincinnati) and using the regular update service (using a connected cluster)

Also need to add a note to the tech preview subcommands (status and recommend) that they work for any disconnected cluster that is connected to an update service
