While working on https://issues.redhat.com//browse/OCPBUGS-43552, I noticed that the node_controller's OCL specific unit tests weren't working correctly. We seemed to be passing in empty/nil values for the OCL variables(MOSCs, MOSBs), and the expected results seem to be inaccurate. This bug will involving fixing them so they are correctly testing the node controller's OCL behavior and also adding the rollback scenario involved in the fix of https://issues.redhat.com//browse/OCPBUGS-43552.
