job=release-openshift-ocp-installer-e2e-aws-upi-4.12=all
Appears fully broken since early September.
Looks like an older job not ported to step registry.
We don't know how serious this is, will leave to installer team to determine if a blocker or not. FWIW we do have a periodic indicating that at least some UPI is working on AWS: https://sippy.dptools.openshift.org/sippy-ng/jobs/4.12/analysis?filters=%7B%22items%22%3A%5B%7B%22columnField%22%3A%22name%22%2C%22operatorValue%22%3A%22equals%22%2C%22value%22%3A%22periodic-ci-openshift-multiarch-master-nightly-4.12-ocp-e2e-aws-upi-ovn-arm64%22%7D%5D%7D
The failure on the release- job appears to be:
operator conditions control-plane-machine-set expand_less
{Operator unavailable (UnavailableReplicas): Missing 3 available replica(s) Operator unavailable (UnavailableReplicas): Missing 3 available replica(s)}
