Kubestatemetrics generating incorrect duplicate metrics leading to prometheus alert

      Description of problem:

          When there are Vertical Pod Autoscales resources created in the cluster, Kube State Metrics is generating duplicate metrics which results in alert for prometheus about duplicate sample for timestamp

      Version-Release number of selected component (if applicable):

          4.16 and 4.17, but 4.15 seem unaffected (the error was noticed only after upgrading to 4.16 so it looks like a regression)

      How reproducible:

      Unfortunately we do not have reproducer
