[IPI on BareMetal]: Single stack IPv6 deployment failed

Deploying IPI on BM using v6 single stack is failed. 
The kue-apiserver container was restarted 24 times, so it just keeps crashing

Though the Bootstrap VM got an IPV6 address, apiserver is trying to use ipv4 instead:

some errors from the log:
