Description of problem:
The following test has been flaking a lot in the PR that bumps Kubernetes to v1.32.1: [sig-network] pods should successfully create sandboxes by other According to Component Readiness page below [1], with Kubernetes 1.32, this test flakes almost every single run. On the other hand, it only flakes occasionally in 4.19.
