Description of problem:

I have noticed some strange behavior when trying to verify my steps to document  https://issues.redhat.com/browse/TELCODOCS-2149 (https://issues.redhat.com/browse/OCPBUGS-28647).

Tested on 4.17.9

How reproducible:

  I reproduced this 3 times  

Steps to Reproduce:

At high level: 
1. Check settings

2. Apply patch profile to change

3. Check settings (they are unchanged)

4. Reboot the node

5. Check settings again (they are unchanged - I would expect sysctl values to be changed with "always")
