Description of problem:

    When removing the subscription of an operator, there is no check to reinstall the subscription unless the operator is newly installed again.

Steps to Reproduce:

    1. Install the OSSM operator by creating a gatewayclass or through the web console
    2. Remove the subscription for the OSSM operator
    3.

Actual results:

The sub is not re-installed by the CIO

Expected results:

There should be a watcher to reinstall the subscription
